Be it resolved that:

BCCPAC work with the Ministry of Education and other provincial education associations to change procedures to ensure that results from the Foundation Skills Assessments continue to be released to school districts, schools and parents yet not to the general public in order to stop outside organizations from using/manipulating the data to support their needs.

8. Ensuring successful I.E.P.’s for all designated students
Be it resolved that:

BCCPAC urge the Ministry of Education to mandate and provide the necessary resources to provide specific review policies to ensure the success of all I.E.P.'s for children with special needs designation regardless of the level of need.

Be it resolved that

BCCPAC urge the Minister of Education to respect the right of parents to decide whether or not participation in the FSA tests is in the best interests of their children.

11. Clarification of Benefits and Limitations of FSA Data
Be it resolved thatBCCPAC develop and distribute a parent information kit that explains the strengths and limitations of FSAs in providing accountability at the level of individual students, teachers, schools, districts and for the system as a whole. Further, that BCCPAC consult with its membership and other education partners in the development of such a kit.

Learning Resources for Intermediate Grades in Health and Career Education (K-7)Be it resolved thatBCCPAC call upon the Ministry of Education to work with the Ministry of Health in order to provide age-appropriate, up-to-date, and medically accurate learning resources in ESL friendly language to support the learning outcomes for intermediate grades in Health & Career Education K-7 pertaining to HIV/AIDS.

13. Creation of Educational Field Trip Transit Pass
Be it resolved thatBCCPAC support the creation of a low cost yearly educational field trip and sports team transit pass to allow a class of children, with adult supervisors, to use transit for educational trips where public transit exists throughout BC. Interested parties should be encouraged to explore opportunities to finance this project with partners including, but not limited to, Ministry of Education, Boards of Education, Municipal Governments, Transit Authorities, BC Ferries and other community partners.

15. PAC Playground Grants – Eligible Uses
Be it resolved thatBCCPAC urge the Minister of Education and BC Gaming Policy & Enforcement Branch to expand the eligible uses of PAC Playground grants in light of recent government initiatives regarding daily physical activity, healthy schools and BC area schools program to include sports courts and similar outdoor equipment and secure bicycle storage structures and installation. The existing criteria for ranking applicants that excludes sports courts and bicycle storage structures will be maintained.

16. Ministry Funding Formula
Be it resolved thatBCCPAC urge the Ministry of Education to re-examine, recalculate and rework the ministry funding formula to address and fully fund all structural deficits and new programs mandated by the government.

17. School Grounds Parking Lot and Vehicular Traffic Safety
Be it resolved thatBCCPAC urge the Ministry of Education to take immediate action, and to fund, grounds safety upgrades on school properties where dangerous parking lots and vehicular traffic flows lanes exist. The upgrades must include designs for environmentally friendly pathways for pedestrians and bicycle travel, as well as appropriate bicycle storage areas, and must not compromise the existing availability of hard top play surfaces for children.Motion to refer to Health and Safety Committee and the Committee to report at the 2010 AGM.

18. Equal Access to BC Gaming Revenues
Be it resolved:THAT BCCPAC urge the Minister of Education and BC Gaming Policy and Enforcement Branch to enact equal gaming access for Parent Advisory Councils by consistently applying the funding formula of $40 per student for each fiscal year, as reflected in the GPEB's guideline for PAC gaming revenues.And furthermore, with this increase in gaming revenues to PACs, be it resolved that BCCPAC urge the above bodies to expand the eligible uses of gaming revenues to include parent leadership education costs.

21. Criminal Record Review Act
Be it resolved:

BCCPAC endorse the BC College of Teachers recommendation for the newly proposed Criminal Record Review Act on behalf of the membership.

22. Hiring an Executive Director
Be it resolved:

that the Board of Directors embark on a process to hire an Executive Director for BCCPAC and that this process be initiated expeditiously.

23. Employment of Directors after Service
Be it resolved:

that the Board of Directors, in drafting the new constitution and bylaws, include a provision that ensures that a former director must wait a minimum of eighteen months before seeking employment or contracts with BCCPAC and further that this provision be immediately adopted as internal policy.

24. President and CEO Signature
Be it resolved:

that during any period where the President is also the CEO, all communications from the President will indicate the capacity in which he or she is speaking by signing he document with only one of the two titles carried.

25. Transportation and Busing
Be it resolved:

BCCPAC advocate that the Ministry of Education provide transportation funding that reflects the true costs of providing transportation to ensure that children have access to public education.

As such, that BCCPAC convey to the Minister of Education that:
a) the solution to a shortfall in transportation funding is not user fees;
b) transportation funding needs to be increased to reflect true costs within a consistent framework;
c) transportation funding needs to be allocated in ways that fairly reflect differences in circumstances between school districts; and
d) the Minister should deliver the promised transportation funding review by no later than October 15, 2009, with implementation for the 2010/2011 budget year.

26. Supporting Members during AGMs
Be it resolved:

That BCCPAC support its members to help them be informed during AGMs with an end of the day AGM update sent electronically to members by someone who is approved by the Board effective immediately.
