2011.6   Develop an Early Care and Learning Strategy

That BCCPAC lobby the Ministry of Education to develop an integrated approach for the provision of early care and learning in BC in consultation with all education partner groups including early childhood educators.



2011.8   Lunch Period Routine

That In order to optimize learning and health outcomes for all BC students, the BCCPAC strongly urge the Ministry of Education in partnership with the Ministry of Health to research and provide guidelines on the pedagogical and health outcomes of students with regard to the eating period of the lunch routine along with time for hand washing, preparation and clean-up.


2011.10   Updating Financial Reporting Policies

That BCCPAC urge the Ministry of Education to make an amendment under Part 8 Division 2 to the School Act to update the requirements of school districts in the area of financial reporting from only requiring an annual report (audited financial statements) and an annual budget (an estimate of the district’s debt service or deficit for the next fiscal year) to also require monthly financial reporting be completed by management and to be provided to each district’s board of education. The monthly financial reporting shall at a minimum reflect the following: 

The current month actual to budgeted expenditures and revenues

The current year to date actual to budgeted comparatives of expenditures and revenues

The prior year to date actual and in future years compared to the prior year to date
   budget

In addition to the monthly reporting, management will within 90 days of completion of a substantial capital project prepare a comparative income statement of the budgeted and actual expenditures of the project.

This information should be made available at a public board meeting on a quarterly basis as to the status of the projected budget to date as compared to the annual budget.

 

2011.11   Updating Audit Committee Policies

That
BCCPAC urge the Ministry of Education to make an amendment to the School Act to include the requirements of school districts to form and maintain an audit committee under Division 8, Part 8 of the School Act. The role and expectations of such committee will be as follows:

An Audit Committee shall:
 
   • Review the audited financial statements of the board? And recommend approval of the audited financial statements where appropriate.
 
   • Oversee the internal financial control structures to ensure districts assets are safeguarded and ensure auditor recommendations are implemented and followed through   where appropriate
 
   • Independently review results with external auditor and follow up on the implementation of the auditor’s letter of recommendation.
 
   • Approve and review the appointment of the auditor and the nature and extent of other services provided by the auditor in relation to auditor independence


Monitor the development of and changes to accounting principles and practices and financial reporting standards, and their impact on the school district’s financial reporting.

Meetings:
 
   • The Audit Committee shall, meet at least four times a year and as often as necessary to adequately fulfill their responsibilities
 
  • The Audit Committee, shall report at public meetings as required.


Audit Committee Composition:
 
   • The Audit Committee shall be comprised of no less than one trustee other than the Board Chair who will be appointed annually, and at least two qualified persons from the general public and approved by the board
 
   • The Committee Chair shall be one of the trustee members, appointed by the Chair of the Board of Education.
 
   • Any Trustee of the district may attend an Audit Committee meeting upon request.

The committee may invite guests to any meeting for the purpose of gathering information or advise.


All Committee members shall commit to ethical conduct, proper use of authority, decorum and professional conduct.

 

2010.4 Parents' Entitlements and Reponsibilities
                                                                        

         That BCCPAC urge the Ministry of Education to advocate for the amendment of the School Act Section 7(1) (a) to read

      Parents’ entitlements and responsibilities

      7 (1) A parent of a student of school age attending a school is entitled

      (a) to be informed, in accordance with the orders of the minister, of the student’s

      attendance, and progress in school,

      (b) to be informed and included in decisions made regarding the behaviour of the student

      (c) on request, to the school plan for the school and the achievement contract for the

      school district, and

      (d) to belong to a parents’ advisory council established under section 8.

 

2010.12 Student Records                

         That BCCPAC advocate for processes, policies and/or legislation that provides for the following with respect to student records:

               ·         Parents immediately receive a copy of the following materials by mail, email or in person when added to a student record:

      o    Student Learning Plans

      o    Individual Education Plans

      o    Formal or informal assessments relating to any type of learning disability or designation

      o    Student Behaviour Management Plans

      o    Student Safety Plans

      o    Documents critical of a student or in the nature of discipline

            ·         Student and Parents are provided an opportunity to attach a written rebuttal to any material critical of a student and any such rebuttal will be added to the student records


2009.09B Parent Choice Regarding FSAs

That The Minister meet with parent and teacher reps to discuss measures to restore confidence in the FSAs. 

2009.08 Ensuring successful I.E.P.'s for all designated students

That BCCPAC urge the Ministry of Education to mandate and provide the necessary resources to provide specific review policies to ensure the success of all I.E.P.'s for children with special needs designation regardless of the level of need. 

2009.07 Stopping the Misrepresentation of FSA Data used by Fraser Institute

That BCCPAC work with the Ministry of Education and other provincial education associations to change procedures to ensure that results from the Foundation Skills Assessments continue to be released to school districts, schools and parents yet not to the general public in order to stop outside organizations from using/manipulating the data to support their needs.

 

2008.20 Limits on the Term of Office for School Trustees

That BCCPAC urge the Minister of Education to amend the School Act and other relevant Legislation to limit the term of office of School Trustees to a maximum of three consecutive terms; however, there shall be no limit on the total number of terms any Trustee may serve.

2007.15 Consultation Period for School Closure

That BCCPAC requests the Minister of Education to amend Ministerial Order 320/02, School Opening and Closure Order, to require school boards to give a minimum of 120 days public notice to close a specific school prior to the decision being made.


 

2007.16 Provincial Joint Stakeholder Conference

That BCCPAC work with the Ministry of Education and the representative organizations for school trustees, students, teachers, support staff, and principals and vice-principals to organize and hold at least one event annually where the grassroots of education stakeholders can meet to share ideas and concerns;
And that BCCPAC request some funding for this type of initiative be provided equally to each member organization to the number of individuals they represent, to help defray the costs of holding and attending the event


 

2007.17 Question Period for Public School Board Meetings

That BCCPAC request the Minister of Education to propose an amendment to the School Act making it mandatory for School Boards to have a question period during regularly scheduled public board meetings and to have those questions and responses recorded in school board minutes.


 

2006.14 School District Restructuring

That BCCPAC recommend to the Government of BC that any restructuring of the Education system does not include consolidating, regionalizing, or changing School Boards in any other manner that would reduce their local autonomy or availability to the communities they serve.


 

2005.21 Item-Level Provincial Exam Reports for School Planning Councils (SPCs)

That BCCPAC ask the Ministry of Education to provide item-level provincial exam results to secondary School Planning Councils, free of charge.


 

2005.22 Customized Item-Level FSA Reports for School Planning Councils (SPCs)

That BCCPAC ask the Ministry of Education to provide to all School Planning Councils, free of charge, customized item-level FSA reports for all categories of students present in their school, (including gender, French Immersion, Aboriginal, ESL, and special needs) with district, provincial, and year-to-year comparisons.


 

2005.23 FSA Cohort Data for School Planning Councils (SPCs)

That BCCPAC ask the Ministry of Education to provide, free of charge to School Planning Councils upon request, cohort FSA data reports as produced by Edudata, which distinguish between students that wrote both Grade 4 and Grade 7 tests in the same school from those that wrote them in different schools, and for all subgroups of students present in the school, with district and provincial comparisons.


 

2005.24 Individual Student FSA Data Reports

That BCCPAC ask the Ministry of Education to distribute to each parent a report showing their child’s FSA test results including an item-level analysis, as produced for schools and districts by Edudata, http://edudata.educ.ubc.ca/.


 

2005.25 Grade Four Class Size Limits

That BCCPAC urge the Ministry of Education to set a class size limit for Grade Four students, as is presently in place for Kindergarten to Grade 3.


 

2004.25 Process for Electing the Student Representative on School Planning Councils

That BCCPAC urge the Ministry of Education to amend paragraph 8.1(3)(d) of the School Act regarding the appointment of students to School Planning Councils, to include an election process similar to that used for electing parent and teacher representatives, in order to enable students to elect their own representatives to School Planning Councils.


 

2004.27 Including Impartial Community Members on School Board Appeals Committees

That BCCPAC urge the Ministry of Education to amend the School Act, Appeals, sub-section 11(5): A Board may establish one or more committees for the purpose of investigating appeals under this section to A board must establish one or more committees for the purpose of investigating appeals under this section and must appoint two or more impartial community members to each committee.


 

2004.28 Amend the School Act regarding School Trustees’ attendance at meetings

That BCCPAC urge the Minister of Education to amend the School Act, Part 4 School Trustees, Division 6 Holding Office, section 52, Disqualification for failure to make oath or attend meetings, sub-section 2. Amend to read:
2) A trustee may only be absent for one 3 month period during their term of office unless the absence is because of illness or with the leave of the board. The office of the member is deemed to be vacant and the person who held the office is disqualified from holding office as a trustee until the next general election.


 

2003.22 SPC Implementation Guidelines

That BCCPAC and the Ministry of Education work together to generate a provincially consistent interpretation and implementation for School Planning Councils making all parents welcome at SPC meetings in order to ensure an open and transparent process for the development of goals for each school.


 

2003.25 Release Date of FSA Results

That BCCPAC urge the Minister of Education to release Foundation Skills Assessment (FSA) results to schools and districts by August 1 of each year.


 

2003.26 Ministerial Audit or Review of School Districts’ School Planning Council Policies

That BCCPAC urgently request the Ministry of Education to initiate an audit or review of District School Planning Council Policies in the first year in order to ensure that all policies are congruent with the legislation and the intent of the legislation.


 

2003.45 Public Education Tracking Project

That BCCPAC send yearly surveys to all PACs and DPACs across British Columbia to monitor and track changes relevant to all aspects of delivering the services to our students.


 

2002.19 Class Size Maximums for Grades 4 – 7

That BCCPAC lobby the Ministry of Education to impose maximum class sizes for Grades 4–7, not withstanding the exclusions as defined by School Act Regulations.


 

2002.23C Commission for Canada’s Children

That Canadian Home and School Federation advocate for the creation of a Commissioner for Canada’s Children.


 

2002.24C Implement Minimum National Standard of Education in Canada

That CHSF actively support and promote a minimum national standard for education;
And that CHSF actively encourage the Federal Government to establish a department to implement and oversee a national standard of education.


 

2002.18 Education Exemption to Copyright Law—Federal

That BCCPAC support the Education Exception to the Copyright Act as advocated by the Council of Ministers of Education, Canada (CMEC) Copyright Consortium.


 

2001.1 Release of Foundation Skills Assessment (FSA) Results to PACs and Individual Results to Parents

That BCCPAC urge the Ministry of Education to continue to release the annual Foundation Skills Assessment (FSA) school level results to PACs and individual student results to parents.


 

2000.4 Education as an Essential Service

That Resolution 1993.1 be rescinded and replaced with the following: “That BCCPAC lobby the government of BC to amend the Labour Relations Code (Bill 84)), Part 6, Section 72, to include ‘education’ wherever the phrase ‘health, safety, or welfare of residents of British Columbia’ is stated.”


 

2000.6 Corporate Sponsorship in the Schools

That the BCCPAC lobby, the Ministry of Education and the BC School Trustees’ Association to recommend that all Districts have in place a committee which includes the various partner groups in education, including parents, whose purpose it would be to examine and establish appropriate limits and controls on Corporate Sponsorship in the schools.


 

2000.7 Corporate-Sponsored Educational Materials, Videos, Contests and Incentive Programs in the Schools

That BCCPAC lobby the Ministry of Education and the BC School Trustees’ Association to recommend that all Districts have in place a committee, which includes the various partner groups in education, including parents, whose purpose it would be to examine and establish appropriate limits and controls on the use of corporate sponsored educational materials, videos, contests and incentives in the schools.


 

2000.8 Advertising in the Schools

That BCCPAC lobby the Ministry of Education and the BC School Trustees’ Association to prohibit commercial advertising which targets the students in the schools.
Advertising Defined: the oral, written or graphic statement made by the seller in any manner in connection with the solicitation of business which calls for the public’s attention to it by emphasizing the desirable qualities so as to arouse a desire to buy or patronize in exchange for financial payment.
Advertising Is Not: the sale of goods and services to the districts, schools or the PACs for market value, which have brand names, trademarks, logos, or tags for product or service identification purposes; nor is it the placement of vending machines in the schools.


 

2000.19 Class Size Limits, Intermediate and Secondary

That BCCPAC express to the Ministry of Education, BCPSEA and BCSTA, parents’ concerns that strictly limiting class sizes, in the BC Teachers’ Collective Agreement, for intermediate and, particularly, secondary schools will cause undue hardship to students and compromise their education;
And that BCCPAC lobby the Ministry of Education to increase funding to school districts to allow them to work, with flexibility, on reducing class sizes.


 

2000.26C Youth News Network

That Canadian Home and School Federation recommend to the other provincial Federation to petition provincial Ministers and Ministries of Education to oppose commercial initiatives, such as the Youth News Network (YNN), into our nation’s classrooms that force students to participate.


 

1999.3 Video Usage – Legality

That video usage in all school districts abide by the Canadian Law specifically C-42 Copyright Act, i.e. to legally show a video to any group at school, or on school functions, schools must first obtain a site license for Public Performance Rights. This resolution is a directive to Ministry of Education, British Columbia Teachers’ Federation and British Columbia School Trustees’ Association.


 

1999.4 Video Usage – Selection Criteria

That BCCPAC lobby the Ministry of Education and the BCSTA to ensure that all Districts have in place a committee, which includes parents, to apply evaluation and selection criteria for all non-recommended education resource materials, i.e. videos referred to in the Ministry of Education program order and pursuant to 3(2) of the Education Program Guide (M165/93).


 

1999.5 Video Usage IRP Relevance

That BCCPAC lobby the BC School Trustees’ Association, the BC Teachers’ Federation and the Ministry of Education to ensure that the criteria for selection of non-recommended learning resources, especially videos and CD ROMS, be directly tied to specific learning outcomes as outlined in the Integrated Resource Packages.


 

1996.9 Public Education Restructuring

That the membership direct the BCCPAC Board of Directors to continue to advocate on behalf of the parents and students in any further public education restructuring discussions.


 

1993.7C Copyright Legislation

That the Government of Canada ensures that the fair use of the copyright material by educational institutions is not compromised as a result of the second phase of the copyright legislation.
