Formal Roles of Parents

2008.25 Parental Involvement in Schools

That BCCPAC request the Minister of Education to amend the School Act to provide that parents of preschool children registered in a pre-school program offered by a Board of Education in a public school are entitled to membership and participation in that school’s Parent Advisory Council.

2007.13 Protection for Parent Leaders

That BCCPAC urge the Ministry of Education to provide fair processes should individual parent, responsibly fulfilling their parent roles as mandated in the School Act and other legislations, come into conflict with school boards, trustees or school district employees;
And that these processes include:
  1. Mandating the use of conflict resolution processes, including but not limited to, such processes as facilitated discussion, mediation, and arbitration;
  2. Legislation and or/policies and regulations to provide support and/or representation for parent leader volunteers in the event of possible legal action.


 

2007.14 Resource to Inform Parent Leadership Role

That BCCPAC work with its members and the Ministry of Education to produce and maintain a resource that guides parents in their interactions with the public school system, and which includes the legal rights and responsibilities of parents and parent leaders, as well as processes and supports available to them should they come into conflict with public school boards, trustees and school district employees.


 

2005.26 DPAC Meetings with District Review Teams

That BCCPAC urge the Minister of Education to take steps to ensure that during the District Review process, the District Review Team will meet with the District Parent Advisory Council as follows:
such meeting will be conducted in private
such meeting will be for a length of time consistent with the School Planning Council meetings; and
the District Review Team will provide the DPAC with timely notice of the meeting and all relevant information.


 

2004.24 Participation of Parents in Selection of Principals, Vice-Principals and Superintendents

That BCCPAC will urge the Ministry of Education and the BC School Trustees’ Association to develop a process which includes parents in the selection of Principals, Vice-Principals and Superintendents in each school district and that BCCPAC will assist in the development of policies and procedures to ensure that fair and meaningful consultation with parents occurs before any such assignments or reassignments take place.


 

2003.2 Schools Protection Programs (SPP) Liability Coverage for Parent Advisory Council (PAC), District Parent Advisory Council (DPAC), and School Planning Council (SPC) meetings

That BCCPAC urge the Minister of Education and the Minister of Finance to direct the Schools Protection Program (SPP) to clearly state in writing that on-site childcare for pre-school age and school age children of parents attending Parent Advisory Council (PAC), District Parent Advisory Council (DPAC), and School Planning Council (SPC) meetings is included in the SPP’s general liability coverage, and that this written directive be in place no later than September 1, 2003.


 

2003.38 PAC Autonomy

That BCCPAC advise the Minister of Education to amend the BC School Act and/or direct by Ministerial Order that the duly constituted PACs and DPACs are independent and autonomous bodies and that the provincial government, school districts and schools cannot make policies to limit this independence and autonomy.


 

2003.39 Addition to Wording of School Act Section 8.5(3), Purpose and Operation of District Parents’ Advisory Council

That BCCPAC urge the Ministry of Education to add “With appropriate notice,” and “The proportion of the meeting attended by the above will be determined by the DPAC” to the wording of Section 8.5(3), Purpose and Operation of District Parents’ Advisory Council, to (or similar changes of wording that would provide DPACs the autonomous intent of this resolution) reflect DPAC autonomy:
“With appropriate notice, a superintendent of schools for the school district, a designate of the superintendent or a trustee of the school district may attend any meeting of the district parents’ advisory council. The proportion of the meeting attended by the above will be determined by the DPAC.”


 

2003.41 Clarification Mechanism and Appeal Process for PACs/DPACs Regarding District and School Policy and Documents

That BCCPAC urgently request the Ministry of Education to provide parents with a mechanism for clarification on whether any district and school policy and document are within the intent of a ministerial directive or law, and to provide parents with an appeal process that would enable them to appeal any district and school policy and document where parents believe that the school district has not followed the intent of a ministerial directive or law.
And that the Canadian Home and School Federation urge all the Ministry of Education and Territorial Ministries of Education to provide adequate funding for all schools to implement an effective Anti-Bullying Program and to provide the necessary training for teachers, parents, administrators and support staff, as well as the provision of necessary materials to ensure the successful implementation and maintenance of the program.
And that the Canadian Home and School Federation urge the Canadian School Board Association to strongly encourage all of its members to support this resolution and to urge their Provincial Ministers of Education to implement an effective Anti-Bullying Program for all school age children.


 

2002.4 PAC Autonomy

That the BCCPAC advise the Minister of Education to amend the BC School Act and/or to direct by Ministerial Order that duly constituted Parent Advisory Councils and District Parent Advisory Councils are independent and autonomous bodies and that districts and schools cannot make policies to limit this independence and autonomy.


 

2002.12 PAC Communication to Individual Parent/Guardian Members

That BCCPAC lobby the Ministry of Education to either amend the School Act to provide, or direct by Ministerial Order, that a PAC, formed in accordance with the provisions of the School Act, be entitled to receive the school’s parent/guardian mailing list (provided individual parents/guardians agree) for their respective school and/or that they be allowed to utilize the internal school mail/distribution systems for PAC to member communication—which would include memos to parents, newsletters or information on the PAC website, provided such communication is for legitimate PAC purposes and that the communication to be distributed to the parents/guardians conforms with PAC policy and that any decision respecting what conforms or does not conform to PAC policy rests with the respective PAC;
And that all PACs, formed in accordance with the provisions of the School Act be entitled to receive and be provided (in the PAC mailbox) with any and all mail, faxes or other written communication, which is directed specifically to the respective PAC or executive officer, that is delivered to or received at the school, without censorship or other interference.


 

2002.13 Communication among PACs within a School District

That BCCPAC lobby the Ministry of Education to either amend the School Act to provide, or direct, by Ministerial Order, that a PAC, formed in accordance with the provisions of the School Act, or a DPAC be allowed to utilize the internal School and School District mail/distribution system for PAC (or DPAC) to PAC communications within the respective School District, provided such communication is for legitimate PAC purposes and that the communication to be distributed conforms with PAC policy and that any decision respecting what conforms or does not conform to PAC policy rests with the respective PAC;
And that all PACs, formed in accordance with the provisions of the School Act, be entitled to receive and be provided, (in the PAC mailbox), with any and all mail, faxes or other written communication which is directed specifically to the respective PAC or executive officer, which is delivered to or received at the school, without censorship or other interference.

That the discussion paper, The Role of Parent Advisory Councils in BC Public Schools, Draft #2, March 2001, be adopted by the members as written.
